Crop Insurance in Kazakhstan. Preliminary Analysis and Recommendations

Crop insurance is one instrument in the risk management toolbox to deal with specific agricultural risks, production, environmental and market risks. The first section of the report is providing the general framework for auditing a national scheme for agricultural risk management, safety nets, direct payments and dedicated subsidies to marketing activities, fiscal and guarantee measures, finance and insurance contracts, supported or not by a public policy. The second section is considering the current crop insurance scheme in Kazakhstan and its projected improvement by the Ministry of Agriculture. The conclusion is related to recommendations for developing a new regulatory framework of national crop insurance scheme.
